Regarding the last point made, I'm unsure what abilities which have affected cheap shot have absolutely anything related to classic wow gold cheap shot . As for frost bolt, I recall lower ranks of it being spammable at higher mana pool but you could not spam. Finally I feel as the dialogue is more so constitutes change at a spell. And in that respect, cheap shot is actually that only spell that didn't receive ranks and never got shifted. However, I feel like this might be grasping at straws.

I can't actually agree with your assumption if you are stating that while supporting that cheap shot is the only ability which still follows those rules. What's the ramifications of producing a portal to stormwind? You make a portal into the mage tower in storm breeze, that's never altered, the only elements of the spell that have ever changed (Ignoring beta) is the cost, which apparently we are ignoring. Even if I'd personally argue that the consequence of a spell includes it is price to you because that's a significant component to the action economy of the game, and influences your choice of where and when to utilize abilities. (At least once mana really meant something).

That's not really the debate. I think it's the phrasing used in the movie that makes it subjective, namely: how the ability WORKS. Some individuals will interperet this as what happens WHEN you use the ability (so unlock level does not play some part) and some people, like you, will assert that changing the degree requirement can also be a change in the way the skill works. That is what the argument is about. So yes you are absolutely right in the fact that the skill changed.
